Federalists: favored and proposed the idea of a national bank, wanted to establish a strong central gov, policy of "strict instruction" (implied powers), typically Northern aristocrats and wealthy merchants, John Adams, conservative foregin policies of neutrality (to French and British war), etc.

Dem-Rep: disliked the idea of a national bank, wanted to give the states more power, policy of "loose instruction" (expressed powers), typically Thomas Jefferson, Democrat-Republican policymakers pushed for the United States to ally with France and become a world power, composed of farmers, minority groups, etc.
