5 out of 8 is a percentage of 62.5 which you can find by dividing 5 by 8. so use 62.5% to find how many people out of 136 WILL be wearing shirts which equals 85. So 136 - 85 = 51 so 51 staff members will NOT be wearing spirit shirts.
