They should spend more money on two things (this is an opinionated answer):
1. Schools - To educate the next generation of people who will be running the cities. Public schools need more funding and more real world experiences. They need to learn about how to survive and take opportunities and live.
2. Small businesses - All businesses are tiny and unknown at some point. All the money staying with the top 1% of the Earth's population is simply unfair. It needs to eventually make its way down to the smaller companies to help them grow and change the world as well.
