Answer:

Machiavelli's concept of "is it better to be feared or to be loved?" is presented in his book 'The Prince'. He presents the notion that one should wish to be both love and feared, but, because it is difficult to be unite them in one person, it is much safer for the prince to be feared than loved. A Prince therefore must be feared. Only a Prince who is feared can provide security to life and property.
