why do you think you were instructed to use an electric hot plate to heat the water instead of a bunsen burner

In most scenarios you would use a Bunsen burner for heating water as it would produce more heat but in the case of safety protocol heat plates are used as a substitute. This is because you are using the same sort of flammable substance during the experiment so an open flame would not be permitted.
