The correct answer to this open question is the following.

Although there are no options attached we can say the following.

What are the inherent limits to a democratic government that attempts to protect and advance the limits of freedom to its citizens?

The inherent limits of this government are the ones that are stated in the Constitution. The Constitution was created by the framers to clearly specify every single one of the rights of the citizens and can be found in the Bill of Rights that is the first 10 amendments to the United States Constitution. This Bill of Rights was drafted by Federalist James Madison.

The Constitution protects the rights of the citizens and only in extreme major and necessary cases the government should evaluate the possibility no to eliminate, but to limit some of these rights and just for a certain time. Then if that would be the case, the government should clearly explain on time the reasons why the decision has been made, under what circumstances, and what would be the benefits of it.
