According to a Swedish scientist called Svante Arrhenius, a base is a substance that dissociates into hydroxide ions (OH-) when in an aqueous solution i.e. when dissolved in water.

For example, sodium hydroxide (NaOH) will dissolve in water and dissociate into the following;

NaOH (aq) → Na+ (aq) + OH- (aq).

Hence, according to this question, the reaction with water to produce OH- ions is only applicable to BASES in accordance to Arrhenius definition.
