Explanation:

x/y = original fraction

x = y-4

y-4+5 / y+5 = 5/7 which is the same as
(y+1)/(y+5) =
(5)/(7)

cross-multiply to get:

7(y+1) = 5(y+5)

7y+7 = 5y+25

2y + 7 = 25

2y = 18

y = 9

x = 9-4 or 5

x/y = 5/9
