Calculation:

Gauss law :- ø = q/Eₒ

1. For small sphere:- ø1 = q/Eₒ

2. For large sphere :- ø2 = q/Eₒ

=> ø1/ø2 = (q/Eₒ)/(q/Eₒ)

=> ø1/ø2 = 1/1

Ratio of flux is 1:1
