f(x) = 4x^2 - 13

Explanation:

f(x)=4(x-2)^2 + 3 parentaties first

f(x) = 4 (x^2 - 4)+ 3 multiply by what's infront parentaties

f(x) = 4x^2 - 16 + 3 combine light terms

f(x) = 4x^2 - 13 Answer
