Many executive department heads are elected in their own right, not appointed by the governor. How can that affect

the governor's ability to direct them? Why?

If the governor had pick the people they would know who they were working with and how to work with the department heads. However, if they didn't then this is a whole new set of people in which he doesn't know anything about. They might have to spend time to learn how to work with one another as they don't know who they are working with.
