It was in Japanese culture to "never surrender even down to the last man" the allied knew this which made them fear battling against them as they would most likely have to kill millions and also lose milllions of lives. Instead they used fear to force the Japanese to surrender by dropping the atomic bombs on Hiroshima and Nagasaki
