Area of circle formula: πr^2

Since the radius is half of the diameter, divide 38 by two.

r = 19 miles

A = π(19)^2 = π(361)

Now, substitute in 3.14 for π

A = 3.14(361) = 1133.54

Answer: 1133.54 sq. miles
