Answer:

-2 & 3/2

Explanation:

=> -4x - 2y = -3

=> -4x + 3 = 2y

=> (-4/2)x + (3/2) = y

Compare this to y=mx+c

m=slope = -4/2 = - 2

y-intercept = c = 3/2
