Answer:

9×10 to the power of -8

Explanation:

Cause when we add power to the power we multiply them

For example
(2^(2) )^2 , we multiply the power so , 2×2= 4 so
(2^(2) )^2 =
2^(4)=16

Same here
((9*10)^(-4) )^2 we multiply the powers so -4×2=-8

So
((9*10)^(-4) )^2 =
(9*10)^(-8) = 2.323×
10^(-16)
