the difference is that each measuring container/cup/scoop is designed to do a job of measuring dry or water ingredients rather then both of them.
lets use backing as an example!
it is much easier to have accurate measurements when you do plan on baking. plus it is very important to have the accurate ingredients and measuring or your dish may not come out the way you want it to
when you are following a recipe, it is much easier to pour a liquid in a clear measurements cup to see the correct measurement line to make sure that you aren't going over or under rather then a tiny scoop.
while it is harder to pour dry ingredients into that same big clear cup. which is why we use scoops for dry ingredients!
