Now for starters we have to get some things

right:

a).For this situation the statue is at rest and has not moved(no motion has taken place) now F1 in the problem is clearly the frictional force,by observation, And F2 the normal reaction.

hence since the statue is at rest then F1 is 17N and F2=32N

now since they are in a equilibrium (-17+17+32+(-32))=0

b). since it's pulled, it at constant velocity it is also in an equilibrium and F1+60=86,F1=26N

and F2=54N

The body moving at a constant velocity is at equilibrium since it has not accelerated, just like you sitting you are also in equilibrium since you haven't accelerated.
