I think the answer might be economic. This is because Russia was the first country to drop out of the war because they ran out of supplies which therefore led to a revolution. The Treaty of Versailles really messed up the German economy because they had to limit their strength of their miltiary and had to pay a ton of money for the war damage. This led to Germany printing more money which led to hyper-inflation. This therefore led to Hitler taking power and starting ww2.
