This is because noble gases have 8 valence elections, meaning they are full and stable. Most ions also have 8 valence electrons and are stable. This is because both the cation and the anion get along when their is the 8 valence electrons, and it is what naturally happens most of the time

Because they follow the octet rule and the outer most electrons, the valence electron shell is full.
