Let the the town high temperature .In degrees Fahrenheit ,for January be represented by x

Since the town had low temperature for January was -8 Fahrenheit and the difference between the town high temperature and low temperature for January was 25. Then, the high temperature will be:

x - (-8) = 25

x + 8 = 25

x = 25 - 8

x = 17°F
