Explanation:

Halfway through would be:

(10 + 6 / 2, -13 + 3 / 2) --> (8, -5)

The slope of the line that goes through (10, 3) and (6, -13) is -13 - 3 / 6 - 10 = -16 / -4 = 4.

That means the slope of the line that is perpendicular would be the negative reciprocal of 4, which is -1/4.

Put this in point slope form with slope = -1/4 and point = (8, -5):

y + 5 = -1/4(x - 8)

y + 5 = -1/4x + 2

y = -1/4x - 3
