However, slaves states in the Union that bordered the Confederates (like Kentucky and Tennessee) were allowed to keep their slaves. Lincoln did not want to lose any of the states to the Confederates, so he allowed bordering states to keep their slaves. Only the slaves in the states that fought against the Union were freed.
