-6x + 7y = 9

2x - 2y = -4

Multiply the bottm equation by 3...

-6x + 7y = 9

6x - 6y = -12

Add...

y = -3

Now...

2x - 2 (-3) = -4

2x + 6 = -4

2x = -10

x = -5

Answer...

y = -3 and x = -5
