There’s 18 boys and 11 girls in a class, they make a team with 7 students

a) in how many ways can they pick a team
b) how many teams can they get knowing there is 4 boys in each one?

"The number of boys is 45 the number of girls,"

or to say,

"The ratio of the number of boys to the number of girls is 45:1."

This second interpretation reflects the fact that 45 is the unit rate (which is a number) for the ratio 4:5.
