I believe Z is equivalent to 1.

Explanation:

The side with the variable must be less than the side containing 3. That means 1.5+Z would have to be less that 3. That also mean Z has to be less than 1.5 so that 15+Z can be less than 3. So the answer could be anything between 0 and 1.4 and I just settled on 1 because its the only whole number between the two.
