Gandhi tried to pull the two sides together and was assassinated. Seeing no prospects for resolution, the two sides agreed to form the separate states of India and Pakistan. When the two states were created, ten million people became refugees. Many Hindus felt the need to resettle out of Pakistan, and many Muslims migrated out of India.
