You are photographing on a busy street. You are taking a variety of pictures, including photographs with people in them. What should you do?

I'm unsure about this one but, I would wait until night to photograph anything and then turn off the flash knowing there's street lights around and slow the image to 1 sec. At night I would hope there wood be less distractions such as people.
