The answer is Sand, sand is most absorbent of the sun, and can heat up faster than water due to the fact it is not moving.

Water is not the correct answer because water takes longer to heat up due to currents and density as well as amount. You will notice that water will be cold around the end of july even though it has been hot for a month, then near august as the weather is getting cooler the water appear warmer because it has been absorbing heat for 2 months. Thus it take longer to warm over sand.
