3x+5≤−1

Subtract 5 from both sides

3x ≤ - 6

Divide both sides by 3

3x/3 ≤ - 6/3

x ≤ - 2

Mr.Choe's error was that he changed the inequality sign. The inequality sign in this case does not need to be changed.
