HNO3 is a very strong acid compared to H2CO3 because HNO3 completely dissociates in water to provide an H+ ion. Whereas in the case of H2CO3 it doesn't completely dissociate.

When Hno3 dissociates it produces H+ ions and No3- ions, where No3- ion is a highly stable conjugate thus making it a strong acid .

Whereas when H2Co3 dissociates it produces H+ ion and Co3(2-)ions, where its negative conjugate is not stable thus making it a weak acid.
