given the point (x1,y1) and the slope m=-3 we can find the equation of the line using point-slope form

y-y1=m(x-x1)

Let (x1,y1)=(5,8) and let m=-3

So we get

y-8=-3(x-5)

y-8=-3x+15

Adding 8 to both sides we get

y=-3x+23
