Explanation:

perpedicular line means that the gradients are negative reciprocals to each other (result to -1)

so -4's negative reciprocal is 1/4, the perpendicular equation would be
y = 1/4x + c
so find c, substitute the x and y values with the coordinates given,
6 = 1/4(8) + c

6 = 2 + c

(subtract 2 from both sides)

4 = c

therefore the equation is y = 1/4x + 4
