First, divide both sides by -3 that way we leave q alone.

-3q/-3 the 3s cancel out and q is left alone.

91.5/-3 = -30.5

now, since we divide by a negative then the sing turns to be
\leq \\. so we are left with q
\leq -30.5 now for the graph just put (from left to right) -40, -30, -20, -10, 0, and 10. and make a dot slighly next to -30 representing -30.5 and make a line from that dote going left.
