Answer: The M.A.D policy was a military strategy and national security policy that prevented two superpowers to use any nuclear weapons on each other because it would likely cause a full-scale nuclear war that would annihilate both the attacker and defender. After the USSR collapsed, the M.A.D policy stopped as well.
