Given

(X+1)²+(y+4)² =25

or, {x-(-1)}² +{y-(-4)}² =5²

comparing with (x-h)²+(y-k)² = r²

h= -1

k= -4

center of circle (h,k)= (-1,-4)

by question..

(a,b) is centre of circle so...

(a,b) =(-1,-4)

i.e

a=-1

b=-4

now;

a+b= -1+(-4)

= -1-4

= -5
