I would say the given statement about is true, considering the main thing that determines whether any substance is mined would be first the income of profit the mineral would bring in if it were to be mined. If the income profit is too low, most often it will be denied for harvesting of that mineral. On the other hand, if the mineral being mined/going to be mined is of high demand and high value, then it will most likely be mined for the high profit it brings.
