Explanation:

The Venn diagram will have two intersecting circles and space outside of both circles.

Let one circle be France-travellers. The other Germany. The intersection is both. Outside both circles are the stay-at-home people.

Fill in the intersection first. Subtract 12 - 5 to find out how many to put in France-only. Subtract 9-5 to find out how many go in Germany only.

Put the 6 stay-at-homers outside both circles. See image.
