Explanation:

slope intercept form equation

y=mx+b

m=slope

b=y intercept

Use slope formula to find slope

y2-y1/x2-x1

4-1/-6-3

-3/9

-1/3 is the slope

y=-1/3x+b

we plug the values from (3,1) into the equation and solve for b

1=-1/3(3)+b

1=-1+b

b=2

y=-1/3x+2
