y - y1 = m(x - x1)

with (x1, y1) being a point on the line.

so, we have here

y - 4 = 0×(x - -4) = 0

therefore, the resulting equation (which is automatically in slope-intercept form) is

y = 4

this is a flat, horizontal line that passes through (0, 4) on the y-axis, and of course, through (-4, 4), as the y value is 4 for every possible value of x.
