neverminding the dots or points on the line, we can see that the line is using a solid stroke, is a solid line, as opposed to a dashed one.

A solid line means, "the borderline is included in the inequality", so that means either ⩾ or ⩽, depending on how you'd write the expression.

so we can say

y ⩽ "some expression in x-terms here"

or we can say

"some expression in x-terms here" ⩾ y

basically the same thing.

the cat is red

and

red is the cat

same thing, depends on how you write it.
