i think this is all it wants you to do but for later it's also good to know; move the -21y in front of an equal sign (=) doing so will make it positive:

21y= 49x -6

then, since the Y concept still has 21 in front, you divide the 49X and -6 by it, but of course your not supposed t get this far with a question like this, so the numbers wont divide into each other evenly. Hope this helped, have a great day everyone.
