M = 2/3
Y = 4
X = -3

Equation: Y = MX + B

Plug in the values:
4 = (2/3)(-3) + b

I multiplied (2/3) and -3 so I got:
4 = (-6/3) + b

Then I added 6/3 to both sides so it could leave b alone and I got:
6 = b

So the final answer is:
Y = (2/3)x + 6
