Was wind blowing when this picture was taken? How do you know?

Please help me I’ve been looking at this for two hours and I had three unit tests today and two yesterday I passed them but I barely did because I had to study for math yesterday.

Yes the wind was blowing about 2 days ago. There was a Wind Advisory in Michigan. Also their hair is blowing in their faces.
