Why did Britain start more harsh laws + taxes?

As a direct result of the Seven year war, Britain was broke because of all the battles in America, Canada, India, and Europe. The naval theatre also played a part all of this culminating in massive debts for the costs of fielding armies, building ships, and supplying their military during the war.
