y = 3x/2 +14

Explanation:

gradient = -2/3

so if perpendicular,

-2/3 * m2 = -1

m2 = 3/2

if crosses throguh ( -4, 8 )

y - 8 = 3/2 ( x - - 4)

y = 3x/2 + 14
