The reason for this is because it passes what is called the Vertical Line Test, notice how if you draw a completely straight line down, it will only make contact with the graph one time. It is hard to tell, but even though it looks like the graph stops at x=±3, the graph is actually approaching the values ever so slightly, therefore maintaining the conditions for the vertical line test.
