Using the secant-secant theorem,

$(4)(6)=(3)(2x+8) \\ \\ 24=3(2x+8) \\ \\ 8=2x+8 \\ \\ 2x=0 \\ \\ x=0 \\ \\ \implies LK=2(0)+5=\boxed{5}$
