The "?" in the bar diagram stands for the remaining 2 out of the 14. When the bar diagram is changed to show 16, the "?" now stands for the remaining 4 out of the 16. This can be seen since the two parts of the bar diagram each show 8 out of the 16, and 8+8=16.
