(rise)/(run) or
\frac{y_(2)-y_(1)}{x_(2)-x{1}}

therefore, given those two points,

Slope =
((-3)-7)/(1-(-1))

Slope =
(-10)/(2)

Slope = -5

Since the m value is the slope, m = -5

In order to find the b value, just substitute the values in the equation with any of the two points given. I'll use (-1,7) but you can use the other one just fine.

let x =1, y = -3

-3=-5(1)+b
