Answer:

A country is able to keep up with its population growth if it is able to produce enough food to feed the population gained by the high population growth.

Looking at this picture we can see that after 1990, the population of India was growing faster than the food it produced per person. India was therefore unable to sustain its population with local production of food which means that India’s agricultural production is lagging its population growth.
